I have a Pioneer surround system
an Optoma projector
a Philips DVR
a Direct T.V. box
and hope to be installing automated lighting soon
my budget is around 100 dollars and up to 150 or 180
and I would like to have an LCD screen and a charger
I would be very greatful if some one could help me
Please I'm kinda over my head

if you can bump your budget up to $300 you can look at the phillips pronto tsu9200 with RF control..

otherwise, sadly you might be looking at a harmony remote.

You can use it for IR control and later you can upgrade/add/expand with an RF base station (apx $150-300 -different models).

You can add compatible lighting control "one dimmer at a time" and it can be controlled via the MX-450 remote and you can add other controllers down the road.

No. The main reason i suggested it was the mention of adding lighting. Direct communication with the dimmers will take some of the pain away.
